Kenya Police Criminal Investigation Department now referred as Directorate of Criminal Investigations, is a semi autonomous directorate of the National Police Service responsible for investigating complex cases. It is referred by the initials DCI.
It is headed by a Director who reports to the Inspector General of Police. Due to the sensitivity of the position, the Director of the CID is appointed by the President of Kenya
Here are categories of people who are immune to arrest meaning they cannot be arrested and charged
1.Criminal proceedings shall not be instituted or continued in any court against the President or a person performing the functions of that office, during their tenure of office.
2.Conular officer – He is an official appointed by the government of one country to look after its commercial interests and the welfare of its citizens in another country.
Consular officers shall not be liable to arrest or detention pending trial, except in the case of a grave crime
Diplomatic Agents – The person of a diplomatic agent shall be inviolable. He shall not be liable to any form of arrest or detention. The receiving State shall treat him with due respect and take all appropriate steps to prevent any attack on his person, freedom or dignity
4. Family members of the Diplomat, and administrative staff from a foreign mission.
